In a strong display of regional unity, Gulf Cooperation Council (GCC) leaders reaffirmed their commitment to Syria’s sovereignty, independence, and territorial integrity at the 46th GCC summit held Wednesday at Sakhir Palace in Manama, Bahrain. The bloc also voiced firm opposition to foreign interference in Syria’s internal affairs, emphasizing the importance of respecting international law and the principles of the United Nations.

The summit concluded with the release of the “Sakhir Declaration,” which condemned Israel’s repeated attacks on Syrian territory, describing them as clear violations of the UN Charter, international law, and relevant Security Council resolutions. GCC leaders highlighted that Syria’s security and stability are crucial pillars for regional peace.

The occupied Syrian Golan Heights was a key focus of the summit, with leaders affirming it as Arab land and denouncing Israeli settlement expansion and recent military incursions. They urged the UN Security Council and the global community to uphold their legal and moral responsibilities to halt aggression and ensure Israel’s withdrawal from all occupied Syrian territories.

The declaration also voiced support for measures by the Syrian government to restore security and stability and welcomed Syria’s roadmap for addressing the crisis in Sweida Province. The efforts of Jordan and the United States in facilitating this process were acknowledged as constructive steps toward peace.

GCC leaders encouraged all Syrian parties to prioritize dialogue, reject division, and strengthen national cohesion to advance the rebuilding of Syria. The summit highlighted initiatives by Saudi Arabia to ease sanctions on Syria, supported by U.S. approval, as a way to foster economic recovery and preserve national unity. The United Arab Emirates’ contributions toward Syria’s economic stability were also recognized.

The Council reaffirmed its backing for UN efforts to aid Syrian refugees and internally displaced persons, stressing that their safe and voluntary return must comply with international standards. Any attempts to alter Syria’s demographic composition were strongly rejected.

Regional Concerns:
The summit addressed the situation in Gaza, supporting the outcomes of the Sharm el-Sheikh Peace Summit and calling for strict adherence to the ceasefire agreement. Leaders emphasized the need to facilitate humanitarian aid and reconstruction efforts. They reaffirmed the goal of establishing an independent and sovereign Palestinian state along the June 4, 1967 borders, with East Jerusalem as its capital, aligning with the two-state solution.

GCC Unity and Regional Security:
The summit showcased the progress in joint Gulf action, including integrated defense and security frameworks, balanced diplomacy, and sustainable development initiatives. Leaders stressed that GCC states’ security is indivisible and reaffirmed the rejection of interference in the internal affairs of member states.

The declaration also highlighted commitments to confront terrorism, extremism, and incitement while respecting religious diversity. Cooperation in technology, AI, cybersecurity, and the empowerment of youth and women were underscored as central to sustainable development. Environmental protection, climate action, and support for renewable energy projects were also emphasized.

Additionally, the GCC stressed the importance of international partnerships in political, security, and economic arenas, combating transnational crime, and advancing a Middle East free of nuclear and other weapons of mass destruction.

The 46th GCC summit was chaired by King Hamad bin Isa Al Khalifa of Bahrain, reflecting continued efforts to maintain unity and cooperation among the Gulf states. Founded in 1981, the GCC comprises six member states: Saudi Arabia, Bahrain, the UAE, Kuwait, Qatar, and Oman.
